Endorsing body

Tech Nation assesses product managers as business applicants

Tech Nation is the endorsing body for digital technology. GOV.UK's list of business skills covered by Tech Nation includes "Experienced Product Manager" and "Experience of expanding or growing a significant product-led digital technology business". Tech Nation's guide describes a business applicant as someone in any occupation within a product-led digital technology company that does not require writing code. A technical applicant is someone whose occupation requires writing code or managing developers.

Checklist: Endorsing body2 items
  • Business applicants must show proven commercial, investment or product expertise in building digital products or leading investments in significant digital product businesses.
  • The skills list is not complete. It gives an indication of typical applicants.

Employer type

The product-led employer rule

For business applicants the employer matters more than for anyone else. Tech Nation defines product-led digital technology companies as businesses that provide a proprietary digital technical service, product, platform or hardware as their primary revenue source. Business skills apply to in-house work within product-led digital technology companies, not tech-enabled or service companies such as agencies, outsourcers and marketing firms.

Checklist: Employer type4 items
  • Tech Nation's guide says non-technical applicants from non-technical organisations are generally not eligible.
  • The guide excludes general consultancies, outsourcing and technology consultancy groups focused on process or service delivery or solutions or systems architecture.
  • Work at specific agencies may be considered only if they are extremely focused on product innovation in a specific industry and well recognised for it.
  • Corporate roles or experience of managing large corporate teams are listed as not suitable.

Mandatory criterion

Recognition as a leading talent, in product terms

You must show you have been recognised by others as a leading talent (Exceptional Talent) or potential leading talent (Exceptional Promise) in digital technology in the last 5 years. Tech Nation's guide says all activity used for this criterion should have occurred within the past 5 years. Published examples that commonly fit product managers are below. They are examples, not a promise of endorsement.

Checklist: Mandatory criterion6 items
  • Leading the growth of a product or team inside a digital technology company, shown by letters from leading industry experts or news coverage.
  • Leading marketing or business development at a product-led company that enabled substantial revenue or customer growth, shown by letters from senior commercial executives inside the company or at partners and customers.
  • Nationally or internationally recognised prizes or awards specifically in digital technology.
  • Speaking at high-profile digital technology events, with attendance estimates where possible.
  • Material in professional or major trade publications or major media about you and your work.
  • A significant expert role assessing the work of others, on panels or individually.

Optional criteria

The four optional criteria for product managers

You must meet 2 of the optional criteria with at least 2 pieces of evidence for each. The Immigration Rules set out four criteria. The published guidance splits the first into two bullets, but founder innovation and employee innovation are one criterion and cannot be counted as two.

Checklist: Optional criteria4 items
Innovation
as a founder or senior executive of a product-led digital technology company, or as an employee in a new digital field or concept. Founders need formal accounts and proof of product in market. Employees need clear proof, for example a granted patent.
Recognition beyond your occupation
unpaid work that advances the field and is not done while representing your company, such as structured mentoring, main-stage talks at sector-leading events or leading on policy.
Significant contribution
Tech Nation's business examples include leading or playing a key role in the growth of a product-led company, including delivering major products or releases. Evidence can include documents on growth generated, pipeline built and processes developed.
Academic contribution
research published or endorsed by an expert. This is less common for product managers.

Evidence

Evidence that commonly fits product work

Tech Nation asks for financial documentation where evidence relates to business ownership, contracts, revenue history, product or market traction or financing. For work within a start-up, give the company's capital raised and revenues. Convert currencies to GBP where possible. If you have been a founder or senior executive in the last 5 years, you must also give evidence of any commercially successful businesses, share ownership or businesses dissolved in that period.

Evidence map: Evidence4 items
  • A letter from your employer, written by someone other than your three recommendation letter authors.
  • Documents showing your personal contribution to commercial success, such as product launches, growth or adoption data the company has approved.
  • Verifiable support for every claim, such as screenshots, press clippings or company-approved performance data.
  • Up to 10 documents in total, each up to 3 sides of A4. The CV and letters do not count towards the 10.

Letters

The three recommendation letters

You need three letters from different established experts in digital technology who have known your work for at least 12 months. Each letter must be written for your Global Talent application, give different examples of your achievements, and explain how you would contribute to the UK digital technology field and your future work plans. Letters must be typed, dated, signed and come with the author's CV or proof of credentials.

Letters tracker: Letters3 items
  • Tech Nation says letters from an immediate colleague, manager or friend are not sufficient as evidence of recognition.
  • Managers at outsourcing or consultancy firms are not treated as leading industry experts.
  • Templates and AI-written letters are not acceptable to Tech Nation.

Common mistakes

Mistakes that weaken product manager applications

Tech Nation lists common reasons for non-endorsement. Several apply directly to product roles.

Checklist: Common mistakes6 items
  • Product work done at a consultancy, outsourcer or agency, or as a client placement.
  • No evidence of taking part in the end-to-end process of developing and launching new digital products.
  • Describing team or company results without showing your personal decisions and impact.
  • Revenue or growth claims without verifiable data.
  • Speaking or community activity done while representing your company, which does not count as beyond your occupation.
  • Vague or generic letters, or outdated evidence.

Article FAQ

Questions to settle before you spend time or money.

Use these answers to check the practical risks, documents, and decisions connected to this topic.

Is a product manager a technical or business applicant?

Usually business. The published guidance lists Experienced Product Manager among business skills. Tech Nation treats a role as technical if it requires writing code or managing developers, so the answer depends on what your role actually requires.

Can I apply as a product manager at a bank or retailer?

Tech Nation's guide says non-technical applicants from non-technical organisations are generally not eligible, and business skills apply to in-house work within product-led digital technology companies. Check what your employer's primary revenue source is before you plan an application.

Does managing a large team help?

Not on its own. The published guidance lists corporate roles or experience of managing large corporate teams as not suitable. Tech Nation looks for your personal contribution to digital products and growth.

What counts as significant contribution for a product manager?

Tech Nation's business examples include leading or playing a key role in the growth of a product-led digital technology company, such as delivering major products or releases. Evidence can include documents on growth generated and processes developed, plus an employer letter.

Can I use product talks I gave for my company?

Not for recognition beyond your occupation. Tech Nation says activity undertaken while representing a company you are associated with is not sufficient for that criterion. Main-stage talks at sector-leading events may still support the mandatory criterion.
