Which endorsing body
Two routes for designers
The published list of technical skills covered by Tech Nation includes "Experienced UX/UI designers". Separately, applications in the design industry are considered by the Design Business Association (DBA) on behalf of Arts Council England, for both Exceptional Talent and Exceptional Promise. Arts Council England's design supported disciplines sheet (version 2.0, updated 31 July 2026) lists digital design and UX/UI design as falling within the remit of Tech Nation, and says product design on the design route excludes digital product design.
DBA disciplines
What the design industry route supports and excludes
The design supported disciplines sheet says the designer must work within a commercial design setting, and/or in the design and production of functional products, services and systems intended for mass production and/or use. It is not an exhaustive list, and the DBA assessors decide whether your area of practice is in scope. If it is not, the application is returned to UK Visas and Immigration as ineligible rather than taken to full assessment.
- Supported examples: graphic design, brand design, motion graphics (excluding film and TV work), product design and development for mass manufacture, commercial furniture design, commercial interior design, exhibition design and service design.
- Not supported examples: illustration, textiles design, spatial design, jewellery design, fashion design, digital design and UX/UI design.
- Arts Council England says it cannot share assessments with the DBA or other partner bodies, so apply with a focus on one area of practice from the last five years.
Tech Nation criteria
UX and digital designers: what Tech Nation asks for
Through Tech Nation you must show recognition by others as a leading or potential leading talent in digital technology in the last 5 years, plus 2 of 4 optional criteria under the Immigration Rules. For designers, published examples that commonly fit include leading the growth of a product or team inside a digital technology company, speaking at high-profile digital technology events, recognised awards specifically in digital technology, and expert roles assessing others' work.
Reading the rules is one thing. Knowing how they apply to your own evidence is another.

Employer type for UX and digital designers
Tech Nation defines product-led digital technology companies as businesses whose primary revenue source is a proprietary digital service, product, platform or hardware. Its guide excludes general consultancies, outsourcing and technology consultancy groups focused on process or service delivery. Business skills apply to in-house work, not agencies, outsourcers or marketing firms. Two optional criteria name a product-led digital technology company, so design work at an agency or consultancy is likely to be harder to use.
- Work at specific agencies may be considered only if they are extremely focused on product innovation in a specific industry and well recognised for it.
- Tech Nation lists consulting roles and non-product-led roles among common reasons for non-endorsement.
DBA criteria
Design industry route: eligibility and evidence
On the design industry route you need to have worked regularly in your field for the last 5 years and be producing work that is published, distributed or exhibited internationally, which the DBA must judge to be outstanding. Exceptional Talent needs a substantial record of work in at least 2 countries. Exceptional Promise needs a developing record in at least one country. You can send up to 10 pieces of evidence, each up to 2 sides of A4 and from the last 5 years, in at least 2 of three categories.
Letters
Letters differ between the two routes
Tech Nation needs three letters from different established experts in digital technology who have known your work for at least 12 months. The design industry route also needs three letters, but Arts Council England sets organisation rules. Two must come from well-established, nationally or internationally recognised design organisations you have worked with, and at least one of those must be based in the UK. The third can come from another such organisation or from an individual expert.
- Design route letters from organisations must be signed by a current senior member with authority to write for the organisation.
- You cannot include more than one letter from the same organisation on the design route.
- General reference letters or testimonials are not acceptable on the design route.
- Tech Nation says letters from an immediate colleague, manager or friend are not sufficient as evidence of recognition.
Common mistakes
Mistakes designers make at Stage 1
The most costly mistake is applying to the wrong endorsing body, because an out-of-scope application on the design route is returned as ineligible. Other common problems come from evidence rules that differ between the two routes.
- A UX or digital product designer applying on the design industry route instead of through Tech Nation.
- Mixing several areas of practice in one application instead of focusing on one.
- Using interviews about your life or upcoming events as media recognition on the design route.
- Sending a LinkedIn link or screenshot as your CV, which Arts Council England does not accept.
- For Tech Nation, relying on internal awards or self-published posts, or showing team results without your personal contribution.

Article FAQ
Questions to settle before you spend time or money.
Use these answers to check the practical risks, documents, and decisions connected to this topic.
Which endorsing body assesses UX designers?
Tech Nation. The published guidance lists experienced UX/UI designers among Tech Nation's technical skills, and Arts Council England's design supported disciplines sheet says UX/UI design falls within Tech Nation's remit.
I design physical products. Is that Tech Nation?
Usually not. The design supported disciplines sheet lists product design and development for mass manufacture, also known as industrial design, under the design industry route assessed by the DBA. It excludes digital product design.
Can a service designer use the design industry route?
Service design is listed as a supported discipline on the design route. The DBA assessors decide whether your area of practice is in scope, and if your work is mainly digital product design, Tech Nation may fit better.
Do I need a UK organisation to write a letter?
On the design industry route, yes. At least one of the two design organisation letters must come from an organisation based in the UK. Tech Nation's letter rules do not set a UK location requirement for authors.
Can I send my application to the DBA directly?
No. Arts Council England says you apply through GOV.UK, it forwards the application to the DBA, and nothing should be sent directly to Arts Council England or the DBA.
